# Local greenhouse gas emissions across the UK Total UK greenhouse gas emissions allocated to local areas fell from 655.8 million tonnes of CO2 equivalent in 2005 to 351.3 million tonnes in 2024, a fall of 46 per cent. This page covers every one of the 361 local authorities in England, Scotland, Wales and Northern Ireland on one consistent method: the split by sector, the areas with the highest and lowest emissions per head, and how the four nations compare. An area with a power station, steelworks or cement works can show high emissions even if its residents consume little energy, while emissions embedded in imported goods are excluded entirely. Figures include land use, land use change and forestry (LULUCF), which can be a net sink (negative) for individual areas with large forests or peatland, so all figures on this page are net totals on a consistent, LULUCF-included basis; none mix the two. Emissions per head use DESNZ's own mid-year population estimate for each area and year, derived from ONS census based population estimates; per head figures are therefore derived, not directly measured. ## UK emissions fell 46 per cent since 2005 Total UK greenhouse gas emissions allocated to local areas, including the small share DESNZ cannot attribute to a specific local authority, fell from 655.8 million tonnes of CO2 equivalent (MtCO2e) in 2005 to 351.3 MtCO2e in 2024, a fall of 46 per cent. The fall has not been steady: emissions rose between 2009 and 2010 (a cold winter following a low base in the 2009 recession), between 2011 and 2012, and between 2020 and 2021 as COVID-19 restrictions eased. England and Wales have seen the largest proportional falls, Northern Ireland the smallest. On a per person basis the ranking reverses: Northern Ireland, Wales and Scotland all run above the UK average, largely reflecting agriculture and, in Northern Ireland, domestic heating with fuels other than mains gas. City of London recorded the highest emissions per head in 2024, at 36 tonnes of CO2 equivalent per person, driven by commercial activity relative to its very small resident population. Na h-Eileanan Siar (the Outer Hebrides) was second highest, driven by emissions from peatland rather than industry or transport. How much does a single dominant sector explain each area's position, and how much is left once that sector is set aside? - Emissions here are territorial: they exclude the carbon footprint of imported goods and services.
