The wider analysis describes what is happening on the roads. This page asks a harder question: how much of it could be done better? It reads the same official register for the patterns that point to wasted effort, repeated openings, avoidable emergencies and works that overrun, and shows where coordination could cut both cost and disruption.

How to read this

This is built mainly on the twenty-year record, not a forecast. Roadworks are usually notified only shortly before they start, so there is little reliable forward data. The strongest evidence is the pattern: what has happened thousands of times is what will keep happening unless the way works are planned changes. A smaller, live section looks at the works already scheduled ahead.

Every figure is computed from the public register, counting physical digs only (enquiries, permissions and events are excluded). Street names are worked out from each site’s map location.

The biggest prize

The same ground, opened more than once

The clearest waste is one organisation digging a spot soon after another has already dug it. Counting only physical digs, and only where a different organisation dug within 100 metres and 90 days of the first: 15,139 digs, about one in six of all 95,610, fit that pattern. Widen the radius to 200 metres and it is 22,023, roughly one in four. Over the last two years alone it is 2,767 of 13,833, about one in five.

Each of these is a candidate for a single coordinated dig: one road closure, one reinstatement, one disruption window instead of several. A shared forward plan, or a lane-rental style scheme on the busiest roads, is built precisely for this.

The streets that keep failing

Some streets generate emergency after emergency. These are the roads with the most urgent, emergency and defective-apparatus digs over the last five years, a strong signal of ageing pipes and cables underneath.

Reactive digs are the most disruptive and the hardest to plan around. Where the same street keeps failing, planned replacement turns expensive emergency work into scheduled work, done once and done well.

Works that overrun

The long tail of long digs

Most digs are quick, but a minority run for months. These are the organisations with the most digs lasting over ninety days, and over a year, since 2006.

The council does the most work overall, so naturally has the most long jobs in absolute terms, but its share running beyond a year is small. Long overruns are rare across the main organisations. Tighter duration management, and meaningful penalties for the worst overruns, would shorten the tail.

This is the live slice. Right now 811 physical digs are scheduled ahead. Of those, 146 works across 48 streets already have two or more different organisations queued up on the same street, and 319 streets have an upcoming dig where a different organisation dug within the last twelve months. These are coordination opportunities that exist today, before the ground is opened.

The register’s forward horizon is short, so this is a snapshot rather than a full pipeline. It shows the kind of opportunity that a shared forward plan would surface routinely.

What could change

Five levers, all pointed at the same goal

None of this needs blame. It is what happens when many organisations plan independently. The fixes are practical, and most already exist in some form.

A shared forward plan, so we dig once

One county-wide view of who intends to dig what and when, so jobs on the same ground are batched into a single opening. The data already shows exactly which corridors would benefit most.

Lane rental on the busiest roads

Charging for occupying the busiest streets at the busiest times gives every organisation a financial reason to share a dig rather than each take their own. Scotland has the powers; the question is using them where the data says it counts.

Score every job for cost and disruption

Prioritise works by their real impact on residents and businesses, and combine or defer the rest. First come, first dug is the wrong default on a town main street.

Replace before it fails

The reactive hotspots flag ageing assets. Planned replacement on those streets turns the next round of emergency digs into scheduled ones.

Use tools to sequence and flag

Software, and increasingly AI, can spot in advance where one dig could do the job of three, and warn when an upcoming job lands on a street that was just opened.

Caveats & data notes

  • This page is mainly the historical pattern, not a forecast. Forward data is limited because works are notified shortly before they start.
  • It counts physical digs only. Enquiries, permissions and street events are excluded so the numbers reflect actual openings of the road.
  • "Avoidable" means a coordination candidate, not a guaranteed saving. Some repeat openings are genuinely unforeseeable, such as an emergency after a planned job. The 100 metre, 90 day figure is the conservative one.
  • Repeat openings are measured by spatial proximity and time, using each works’ map reference, so two jobs counted together were genuinely close, not just on the same long road.
  • Street names are derived from map locations and checked against known roads.
  • Contains public sector information licensed under the Open Government Licence v3.0.
